Scaling Lab · Oslo, Norway

We help industrial technology companies scale — not just start.

A national, non-profit centre for scaling Norwegian industrial B2B technology companies — built on a decade of applied research with MIT, Tsinghua University and Israel's innovation ecosystem, and tested with nearly 100 Norwegian scale-ups.

The challenge

Norway has never had more startups — and never scaled fewer of them.

Norway is approaching 4,000 early-stage companies, with roughly 100,000 people engaged in innovation and R&D and close to NOK 100 billion allocated to it every year. Yet fewer than 1% of these companies ever scale beyond a handful of employees.

The system is well-funded and well-intentioned — but it is built to support ideas on their way to a customer, rather than to organise industry, capital and research around problems that already have one. Scaling Lab exists to close that gap.

Our thesis

Demand-driven, not idea-driven.

Every innovation system rests on one of two logics. Norway — like most Western economies — has built the first. The countries that scale industrial technology fastest have built the second.

Supply-driven (Norway today)
  • Starts with an idea, a researcher, or a founder
  • Support schemes assess and fund individual projects
  • Success depends on eventually finding a customer
  • Resources spread thinly across thousands of initiatives
Demand-driven (our approach)
  • Starts with a defined industrial problem or national need
  • Larger companies and sectors formulate long-term demand
  • Entrepreneurs, researchers and capital mobilise to solve it
  • Resources concentrate — creating momentum and output
Global network

A decade of learning from the world's most effective innovation ecosystems.

Since 2016 we have partnered with MIT's Martin Trust Center for Entrepreneurship, studied how Tsinghua University scales Chinese industrial value chains, and examined Israel's Yozma model and Technion ecosystem — testing every lesson with Norwegian companies.

A New Direction for Norwegian Industrial Policy

A discussion paper drawing on ten years of work with Norwegian industrial technology companies, and a comparative study of the US, China, Israel and Sweden — setting out how Norway could double its innovation output at half the resource cost.

“Norway has too few human resources for everyone to pursue different ideas in different directions. The state's role is to secure an architecture for innovation where the effort delivers a high return for the nation.” — Scaling Lab, on Norwegian industrial policy
